Why doesn’t Nairobi appear in this flashback ?

On the same page : >!The only flashback with Nairobi we got was before Tokyo died, when they were talking about after life. We got more flashbacks with Moscow than Nairobi. Why ? Does the actress didn’t want to reappear in the show ?!<
