Seedlings I planted outside vs inside

The two in fabric pots are outside on the balcony, and the two smaller ones are left by the window. Both are getting mostly afternoon sun.

As you can see the ones inside are doing so much better. They are even producing flower buds.

The problem is it's been waaaay too cold for the ones outside to thrive (East Coast US zone 7B). Should I swap them out once the weather warms up?

Also I planted them very deep in the fabric pots so they might have just been focusing on growing roots?

Okay I'm usually not a humble bragger but I'm just so surprised how many blooms this drift rose got! I'm in zone 7b, and there's a rose in the ground near my house that barely has any buds. I'm very tempted to go fertilise it lol

Is this okay to use? Should I send it back?

I bought this from home depot. The inside has some manufacturing lubricant which my husband said is normal.

I'm mostly concerned about the oxidation/scratches that may expose more aluminum or means damaged coating.
