I honestly don’t have an answer but if you believe kawaki is basically ishiki now & him & boruto are relative then i don’t think it’s far fetch to say boruto is on that level or approaching

PSA: I’m referring to specifically the exams not anything from the invasion other than the shino vs kankuro since they didn’t get the chance to fight

1.sasuke - was able to push gaara into attempting transformation who was already viewed as a fearsome foe to others

2.gaara - i can’t really think of many win cons for the ones below him

3.rock lee - i don’t have a clear decision on lee or Naruto but i also can’t think of what Naruto would do when lee goes into gates

4.naruto after Naruto & neji final clash Genma assumes neji is knocked out & even after the clash or during the clash Naruto still has enough energy out put to use a fake & catch him by surprise the outcome would be the same even before the 9T amp Naruto showed to be more efficient with his biq

5. Neji - honestly one can say he could block Sasuke Charka points but then it begs the question of how would he do that against someone who doesn’t have to heavily rely on close combat like with Lee & with Lee I honestly don’t see why Lee wouldn’t use his trump card against him if they was to match up since in the fight with gaara he states he was Saving it for him specifically & gaara is a literally nightmare match up for him
