2017 Kia Forte- HELP!

My mom has a 2017 Kia Forte with only 54k miles on it. She took it today for an AC diagnostic because it blows hot air (since last summer.) A garage in Plainfield, IN quoted her for a failed ac compressor ($1260).
They said the Freon was 75% full, did a dye test. (Not sure if they checked the relay switch, if there’s a bad clutch, etc)
My question/s: what’s usually included in a $20 diagnostic test? Would you have confidence in the accuracy of the test? Could it just need a new relay switch? Is that an acceptable quote to have a compressor repaired?
Anyone else experience AC failure in their Kia? What did you do and what were the outcomes? (Fixed by a mechanic, 2nd 3rd opinions, process of elimination method, said forget it and live without AC?)
I ask because I tend to be a little cynical, especially bc car lots & garages alike, have been less than honest in the past. Could it be as simple as a relay switch but they are “upselling/up charging” to make an extra buck (because she isn’t familiar auto repairs?)
What was supposed to be a $19.99 diagnostic, turned into $180 by the time she left today. No new parts were installed, only dye flushed through.
