I was sure I installed everything perfectly but you never know…? Is the governor confusing my pcm with higher line pressure?

My truck will go from 1st to 3rd skipping second but I can put it in second manually and it works just fine. What sensors/valve body spring do I need to check? It also will not go into OD which is why I think it’s a pressure issue and not a broken band. Any help would be greatly appreciated!
