Was there an avatar incarnation where there were no no enemies of major conflicts?
And if so, what do they do? Do they just wait around? I mean, with how long the avatar cycle has been a thing, there probably was, but for that matter, what were korra's duties before amon arrived? Is it just to focus on mastering the elements and always being vigilant in case a villain shows up? I mean, for petty crimes or equalist movements, they have the police force for that, so Im kinda confused
