EMJM 10% nationality rule... how are applicants supposed to know where they stand?

I was reviewing the EMJM scholarship guidelines and noticed the rule that no more than 10% of the total scholarships awarded during project implementation should go to candidates of the same nationality.

I understand the rule itself, but I'm trying to understand how this works in practice for applicants. If the 10% limit can affect an applicant's chances, is there any way to know how many scholarships have already been awarded to candidates of your nationality?

Do consortia ever publish this kind of information, or is this simply something applicants have no way of knowing when they apply?

I'd really appreciate hearing from past applicants or scholars who might know how this works in practice. Thank you.
