How to use Unova Memory Link with 2 flash/repo carts

I successfully put a .nds file of Pokemon Black 2 on a repo cart I had purchased to play the game. I also have played through Pokémon Black on a different flash cart and I wanted to use the Unova Memory Link feature but if I try "Link Via DS Wireless Communications" then the games say: "The game inserted is not compatible. Turn off the power, insert a compatible Game Card, and try memory link again." Im unable to us "Link Via Nintendo WFC" as the servers for the program were taken down back in 2014. Does anyone have any ideas as to how I can use memory Link?

How do I put a new Rom on a repo cart?

A while back I ordered some pokemon games online and the repo cart for black 2 was instead loaded with a Rom of pokemon blaze black 2. Its one of the repo carts with a micro SD on top. I have a SD to USB adapter and I was wondering what the process to swap out the current rom with an actual pokemon black 2 rom would be. Does anyone have any articles or videos I can follow?
