[23M] Befriended crush, do I start a long distance relationship or wait until closer?

Hello! :D
Crushed on [27M] at college, became friends with him after going to social events with friends. However, since college is over for summer, I'm no longer able to see him in person.
I text him frequently as a friend(about once or twice every 1-2 days), he texts back, has admitted he's a bit dry and he does prefer calling.
He found my kink account cause we have very similar interests, the algorithm must have pushed one of my posts into his feed, to which he liked and retweeted knowing it was me. (I brought it up to him) We both know what the other is into now since we followed eachother.
I wonder now, do I confess to him I like him and start the relationship as long distance until September when I'm back in college town to see him? Or do I wait until September to ask him out?
Another slight concerning factor, [20M] has expressed trying to pursue a relationship with him and they don't know that I have also been. They live significantly closer to [27M] than me. I don't know if there is anything starting between them.
