Toddler constantly having accidents at home, but in public has no problem using potty.

Help😭 He understands that pee/poop goes into the potty and we've always had trouble with him reliably pooping in the potty, but he used to atleast let me know at home when he needed to pee. Now he never does and it's like he doesn't care if he soils himself. He only wears underwear while home, and uses pullups when out or sleeping. When I catch him with pee/poop in his underwear he'll either cover his eyes or distract me with toys lol so he knows what he's doing is wrong, but I don't get why it keeps happening now and what I should be doing. I just want him to let us know at home instead of constantly being the one to initiate it and bring him to the toilet.

He's been exposed to the toilet since before he turned 2 (he's 3 now) but I started getting more strict with potty training since the beginning of this year. When out in public he wears pullups and he'll say he needs the potty.

Maybe he feels too comfortable at home? Is this normal or should I start over and have him not wear underwear at home for a few days?
