The original variation of the meme is a person finding a Freddy Fazbear-esque object, and saying "Oh shit, is that freddy fazbear?" in Polish, and then doing the intro to Abdul Cisse's "FNAF beatbox" - "ur ur ur ur ur, ur ur ur urur" (Sung like Toreador March)
The version I'm looking for has a guy standing at a podium with a paper in hand, seemingly in a government/forum/town-meeting environment (Like this: https://imgur.com/a/n8dYi5L). He says the exact words of the meme without the tone of the original, instead, just reads it like a sentence. Even the "ur ur" part is spoken in literal, not sung like Toreador March.
The video itself had a sort of "💔🥀" vibe with a static/grain filter, with the video fading in at the start and fading out at the end.
I apologize if I may have over explained to confusion, but I cannot for the life of me figure out how the hell to put it into keywords that Google would recognize, instead of showing me completely irrelevant results mixed in with some ads.
