I have almost 100 league tags but absolutely no OVR tags. I need like 1 or 2 more formulas to get to 40 but I just can't get the OVR tags. Is there any other way to get these?

PS : I already completed the league chapters

I haven't seen this Desailly card anywhere so I was surprised when my opponent had it. He isn't in the trasfer market nor signings. Is it the reward for completing those formulas or smf?
