[PC] [80s-90s] Trying to find a kids game in a town where you could read and make your own stories

When I was a young child in the early 2000s the teacher of my school's REACH program would sit with me to play a selection of computer games (I remember Amazon Trail 3rd Edition in particular) but there's one in particular I'm trying to find again that I'm a bit stuck on. This would have been around 2004, but I'm pretty sure the program itself was older. I remember it being entirely or almost entirely in black and white (which I thought was unusual), having a top down view of a town or city that sort of resembled the original SimCity (I think you were able to place buildings and roads?), and I think the gameplay involved a number of pre-written stories (which I think were mysteries?), probably teaching reading comprehension or problem solving but to be honest I don't strongly remember what in particular it was teaching, this would have been when I was in Kindergarten. There may have been external assignments that we would complete before progressing on the computer but I can't be sure. My main memory connected to this game is I saw in the menu that you could create your own stories in the game and being really excited to try doing that, but I never got to because we didn't really have the time for it. I want to say it was a Windows program because every other computer in the school was running Windows, which I recognized from my home computer, but the black and white graphics make me think it may have been an older Mac program, I dunno.

I'm 99% positive the computer we used was running Windows 98, if that helps.
