Hoping someone can clear this up or if we might just be over thinking this.

Scenario:
- On my board, I had 3 columns, with one column having a face up "2" with a face down card above it.
- it was my turn so I drew from the draw pile and drew a "2"
- I replaced the said face down card with the drawn "2" planning to clear the column
- I flipped the face down card into the discard pile and it was the "draw 2" action card.
- I then discarded the column of 2s on top of the action card
- we decided that since the action card was not on top at the end of my turn, it was not played

Was this correct or was there a correct way to play this?
