Player in my team went "soft afk" and griefing, costing us the game, without consequences

Hey there, I saw other people here complaining about the same issue, and sometimes "official riot reddit accounts" responding, so I'll try my chance - since in-game detection seems to fail :/

I just had a game where, after ennemy team got some kills and objectives, our jungler just spammed surrender votes and went on to steal farm as I was in lane, while just completely avoiding fights, sitting in middle of map during last team fight at our nexus... I don't understand how it is not flagged as perturbating, and why we, beside having to endure such bad game experience, are punished through LP loss - as losing the game wasn't assured at all had the player cooperated.

I thought the "sytem" was getting better at detecting this kind of behavior, but that's not the first time I'm witnessing those excess of negative behaviors without any consequences, and I'm really reeeally tired of it. On the plus note, not once did I ever benefit from the infamous "game terminated", even when people are obviously griefing (be it soft int, soft afk, or direct "running it down")

We (average honorable player) lose already enough LP when others "perform pourly" (a.k.a. having a "bad" game, going 2/9/1 at 20 minutes), and I understand nobody can always beat there 100%, and nothing can (or should ?) be done about it... BUT we shouldn't lose any more LPs to toxics players

PS : I had great hopes when first hearing about the "linked account penalties",thinking it would greatly diminish the amount of toxicity and game ruining behavior, but I'm fairly disappointed since it seems having had quite a unremarkable impact :/
