Ist Schwarzarbeit in Österreich tatsächlich seltener als in Deutschland?

Wenn man sich Statistiken anschaut hat Österreich deutlich weniger Schwarzarbeit als Deutschland und eine der niedrigsten Schwarzarbeitsquoten im EU-Schnitt. Aus persönlicher Erfahrung und auch im Gespräch mit Deutschen kommt mir diese Zahl aber ziemlich suspekt vor, z.B. beim Umbauen hier haben sogar die offiziellen Firmen angeboten den Großteil im "Pfusch" zu machen und mir dann auch noch gerne andere Pfuscher vermittelt. Wie seht ihr das?

Handlebar still ok to use?

Bought a new handlebar (XLC HB-C03 Trekking) and a new quill stem (Ergotec Kobra Tube) last year for my old trekking bike and due to my own stupidity I attached the handlebar with too much torque to the stem. About 17Nm wet. Rode with it over the last year for around 4000km and now disassembled it to have a look. Realized it should be mounted with 12-14Nm, now remounted with 10Nm wet. When I put my weight onto the handles it kind off clicks a bit but that was always the case I think. I don't see and feel any movements at the marks. For me the handlebars look ok but I just wanted to double check because broken handlebars are nightmare scenario. They are made of aluminium. Do you think the high torque caused any structural damage? Should I ride it?
