In order to get people to pay off punishments I propose a two-part solution that will guarantee people pay things off in a timely manner.

1. reinstate Dan's tone fines. Just from hour 1 today, the fine bucket would have been pushing four figures.

2. to be eligible for the instant death/fine bucket PAYOUT, you can't have more than one outstanding punishment. If you had multiple, you'd still get instant death, just no fine bucket.
