I'm taking inspiration from Mikado from SDRA2. Basically having the mastermind revealed from the start, thus allowing them to have a presence in the story outside the final part. My idea is he wanted to become the ultimate entertainer, but was rejected countless times. This made him envious of other ultimates. His envy and hatred drives him to create a killing game where he can torture and punish them to his hearts content. He'd also be treating it like his own game show, one he never got to have. Now instead of doing whatever he can to entertain others, he's doing this all for his own amusement.
