How should my new project be sharpened?

Not too long ago I ended up getting this axe for free. Apparently it's an old 70's Kelly Woodslasher with a dual bit, Michigan style. Does anyone happen to know how they were most often sharpened. Pretty much I'm asking if they were most often sharpened both for splitting, both for felling, or one of each.

Best method to remove all this spray paint?

Yesterday I handed a starter hatchet over to my stepson and he wants to paint the head. I went and got some rustoleum but before I got a chance to show him how he went and tried to do it himself. Now the whole hatchet is a mess. What is the best way to remove all this spray paint without damaging it? Especially the handle?
