Am I the only one who finds it odd that in Chicago... the police are never dispatched or on-scene first or simultaneously to *fires...car accidents..*etc..?!!

In every other city and state in the whole country the police are dispatched first to all emergency calls....except in Chicago?! Ever notice the police are never on/secure a scene BEFORE the fireman or paramedics?! What's up with that?!
