Why is my Venti not getting his burst sometimes?

I’m trying to do the Nicole TTDS rotation and even though I’m literally 11% ER over the ER requirement that TGS and the ER calculator says I’m supposed to need, I still don’t get his burst consistently. But whenever I switch to the non TTDS rotation I always get his burst? Does anyone know what is happening? Also idk why the dps is higher when I TTDS buff Venti instead of Varka either but that might be because my Nicole is at like talent lvl 6 with like 2 artifacts. Everyone is C0R0

Is Wolf’s Gravestone considered R0? Cuz serpent spine is considered R0 so Wolf’s Gravestone, which is more F2P and lower damage should surely be R0 as well right??
