“Your message could not be delivered. Send a friend request first and start the conversation once they've accepted.” …this guy has been blocked for a year.
I was playing with a random blocked account, but this popped up. His account was deleted for a while, but it was reinstated…I think. Before it gave me the old notification showing the whole only receiving messages from friends. Is this new or did he release me from block jail?
