Russia has to be puppeted or the Treaty of Danzig has to be signed but letting Vlasov take over Russia while staying in the Pakt satisfies neither of these conditions atm so the focuses never unlock

This was with Askew as VP and with the benefit checker allowing me to see which options were the most beneficial. I waffled on busing instead of pivoting to supporting it because it seemed to retain more Southern support that way.
