If the Heavy Tank from RA1 is brought back in RA3, what special ability would you give it?

Mine is to allow a combat engineer to garrison the tank and give it passive bonuses in the form of a 25% increase in fire-rate, speed and sight range aswell as self-repair abilities. Compensating the pack of a Soviet equivalent to Fortified Fleet and Advanced Aeronautics.
