STL Frontier employees rejecting booking tickets at counter

Hey,

So, when I was in Dallas, I could just buy tickets at the counter if there wasn't a line. But a few months ago, I tried to do that at the Frontier counter in St. Louis Airport, and they said they couldn't book tickets there. When I asked why, they said it was because "they need to check in bags for people boarding," even though there was no one in line for a long time. I asked again, and they just said, "Even if no one is in line, they won't help me book tickets at the counter."

I even checked with STL Frontier customer care, and they said they don't have any policy like that and don't know anything about it.

Is this legit? Has this happened to anyone else?
