Anyone know why the hard shoulder isn’t being used at the minute?

Yes, yes - I know, the hard shoulder being open as a traffic lane is a privilege rather than a given, but…

Anyone have the inside scoop on why the hard shoulders on the Smart bits of the M4 and M5 near Bristol have been red crossed at rush hour the past couple of days? Usually there are four lanes of traffic but both sections have been down to 3 when I’ve driven on them this morning and yesterday, as well as yesterday evening.

There’s not been an obvious breakdown/collision at any of these times that has clearly been the cause of the lane closure, so I was just wondering if there was a change in allowed use of the fourth lane? It’s adding about 15 minutes to my commute each time, just wondering if I need to change my commuting plans or if it’s likely to change back to 4 lanes at peak times at any point.

Again, I KNOW that it’s whiney to complain about there only being 3 lanes, I KNOW that back in your day there was only 3 lanes and we made do with that thank-you-very-much, I’m just curious to know if I need to drag my arse out of bed earlier now.
