Anyone with experience in sound proofing your mini ramp?

I live in a suburban area and as respect for my neighbors i'd like to sound proof my mini as much as possible. We can get a lot of rainy days in periodes so my question is:

What material is best to sound proof with that can withstand wet periodes?

I thought of just filling the ramp with dirt but i'm afraid that it might just cause the ramp to rot but i'm not sure.

I tried to challenge myself to only use colors while looking at a black and white reference photo.

It was a ton of fun and taking this picture at look at it in black and white gave some nice information.
