Rules question: If two friendly monsters remain in base contact after combat, can a charging character engage only one?

An interesting situation came up in my last game.

My High Elf Prince on a stardragon and my Frostheart Phoenix won combat against a unit of Bretonnian Knights of the Realm. Both monsters successfully restrained from pursuing, and importantly, neither model reformed. So after combat ended, neither model moved, and they’re now sitting side-by-side staring down a Bretonnian Duke on a Pegasus who is set to charge them next turn.

My main question is: can the Duke charge just one of the models, or does he have to engage both?

My thinking is that even though the two monsters are not a single unit, they are still in base contact from the previous combat phase. The 1-inch rule on page 118 of the rule book only applies to enemy units, so I don’t see any rule that would force the models apart after restraining pursuit. Since they remain in base contact, it seems like the Duke would end up in combat with both monsters if he charged and they both held.

Does anyone interpret the rules differently?
