Good thing I didn’t get knocked out

As I was watching the replay and racing against this ghost the times per lap were consistently recorded at slightly over 38 seconds, even if the speedometer did not meet that standard.

Lap 1: 38.106
Lap 2: 38.478
Lap 3: 38:010

After racing the ghost I would be ahead on each lap, but it would still count me as behind the ghost.
Does anyone possibly know how this glitch is performed or is this simply a hacked ghost?
