Is Culture the only game concept determining the race of pops in the game? Or there are other characteristic like in EU4 which show the race of your pops?
Example: if I play as Northern League and see a pop of Moorman culture, does it mean they are 100% humans of moorman culture or they can actually be gnomes/goblins/orcs/elves who converted to moorman culture?
Wood elves and Sun elves on the other hand are widely beloved.
Their name and appearence imply that they are reptiles. But at the same time they have strong connection with water, they live only in humid areas of Eastetn Sarhal avoiding dry lands of Western Sarhal, their army bonuses are tied with water and their army reform description in government reform panel calls them amphibious.
