How to explain the ACP issue?

I am around a lot of nurses and some generally good ED ACP (most of the toxic ones do not work there anymore). Thinking about the recent polls on ACP theres been a lot of toxicity from nurses and HCAs when they've been discussing. Even framing that ACPs are being bullied against (in our ED, they self roster, get study leave, do not have to do nights and a big study fund from the trust), which is not the same for doctors. In addition, a lot of both the nurses and ACP's i have personally witnessed being very rude to resident doctors behind their back and questioning their decision-making in front of patients (not often but often enough to notice). How would one very kindly explain the larger and broader issue at hand without getting into everybody's bad books
