Preparing for the Gemeente Appointment in Maastricht

I'm in the midst of helping my son prepare to move to Maastricht to study at the university in the fall, but we're having a hard time figuring out what we need to take to the appointment with the Gemeente. My son is Spanish and lives in Spain but was born in the United States. The Gemeente website says we need his birth certificate, but he will be studying as an EU student not as an American one. So what do we take? His USA birth certificate? Spanish "literal certificate of birth" obtained from the Spanish Consulate in San Francisco? Spanish passport? If anyone can shed light on this issue of what we need to have ready for the authorities that would be very helpful. I'm tempted to just take the Spanish consulate's literal certificate, but what if that's not "enough"?
