How Do I Make This Guy Happy?

Context: I received this guy as a gift in December and hadn't had any other hanging/trailing plants. I hang it in a south-facing window, on a curtain rod. I totally forgot about this plant for basically the months of January and February, which led to the plant shriveling, and soil hardening. Since then, I water every 2-3 weeks, when soil is completely dry, but nothing else. New growth crops up constantly, but it's smaller and "sad," for lack of a better word. The original growth never seemed to recover from the early neglect, either.

Question: I'll be repotting soon (currently in an 8-inch planter, will move to 10), but im wondering if I should be trimming away a bunch of what's here beforehand and if there's anything I should be doing in terms of leaf/stem care, pruning, fertilizer, etc., to make the leaves more vibrant and hardy?
