Why file Protests for IEEPA refunds?
If the expectation is that entries in final liquidation will be eligible for refunds in future phases, why is the advice to extend liquidation date by filing protests to keep the entries out of final liquidation status? Isn’t that just extra work for entries that will eventually be eligible for IEEPA refund?
