My Gymnocalycium mihanovichii seems to be rotting from the top, what should I do ?

I’ve only just started using Reddit and looking after cacti, and English isn’t my first language, so please bear with me :))
I’ve just had a look at my sister’s Gymnocalycium mihanovichii and it looks as if the red tip is rotting. The base of the plant looks healthy, though. I’m not exactly sure what’s going on or what I should do. She told me she waters it once every 10 days, which seems a bit too much to me.
Any input will be highly appreciated, thanks :)
