Front wheel rubbing mud hairs

The front wheel of my bike is rubbing against the mudguard at the front. It looks to be an issue with the mudguard rather than the wheel. Any ideas how to fix this?

EDIT: got it fixed thanks for your suggestions, not sure how the struts popped out but fixing them worked perfectly!
