Brass item salvageable? St. Louis, USA

Hello, so I found this item at an estate sale and fell in love I want to use it as a place for my keys and wallet. Managed to get the price down to $5. Is there any way I can make it look better I don’t expect it to look like new but at least an idea to how to fix it. It has weight on it so I’m almost certain it’s Brass and not brass plated. I know I can use brasso but other places it says not to use it and instead use lime and baking soda. I need some advice, thank you in advance.

Hello I’m trying to complete a pcs PPM or Ditty travel form and it’s asking for my order authorization number that I should be able to find on my orders. I have what I believe are my orders here that say they are DAF Form 899 but I can’t seem to find where that number is or what to look for google said it should be in box 22 which in my orders only shows remarks PCS ADSC and no numbers. If anyone could guide me in where to find it I would appreciate it. It’s my first time trying to do this and trying to get some money back from the weight I brought with me in my truck.
