DBP bank ignoring my SPA??
So this is my problem, I found out last week that my ATM card was expired, went to DBP Cebu branch so I can renew my card but sadly I forgot my passbook in my hometown they said I can not renew my card on that branch because I should renew my card where I opened my account (its in my home town in South Cotabato) because all of my informations was there. So i opted to close my account since I can not go home any more and I have no use of my card, DBP Cebu branch adviced me to create a Special Power of Attorney since I left my passbook back home, my SPA CLEARLY says that my attorney-in-fact can close my account, withdraw, and claim all remaining funds. Yesterday, my attorney-in-fact went to my hometown's DBP branch to process closing my bank but to my surprise she called me saying that they would not close the bank in my behalf even though I clearly stated in my SPA that she can close it on my behalf. Can they really ignore my SPA like that? Whats the use of having an SPA when they can't even follow it.
