I'm in MENA region and Steam uses USD for this region. I don't have a payment method, so I'm thinking of buying a wallet code from Bitrefill. My question is:

Can I redeem a USA based wallet code on my account based in MENA ?

Some people say wallet codes are region-locked, others say they're currency-locked, so I can't tell

If that's not possible, can I create a brand new account in USA and redeem the code?
