Who decided we needed a new billing system for our water utilities?
Because the billing system we had was pretty fucking new and did not need to be changed. What a waste of tax payers money to make this change and fuck it up so badly you need this nerd Grayson Path to send out multiple emails about how badly they fucked all of this up for no fucking reason at all.
