Am I just missing something? I have it installed but it straight up just won’t activate when I leave the garage

I’m having some trouble using the junction bypass upgrade I have it unlocked and set down in the garage but no matter what I do I can’t seem to use it it doesn’t let me select a different junction when I leave the garage am I doing this right? Do I need to have the whole map unlocked for it to work or something?
