Testing Center Outage

Had a 0800 start time at a Pearson test center in Bethesda, was told they are having a system outage and to wait until 0830 for updates. Anyone else have issues like this?

Payment Enclosed envelopes often go missing

I live in a decently sized suburban city, I'm pretty sure the mile sorting station is a few neighborhoods over. It's been my experience that 95-99% of mail pieces in my informed delivery arrive the very same day. The rare exception is when the envelope is marked "Payment Enclosed."

I work with a non-profit and often make expensed purchases. So I follow the procedure, wait seven days, file a missing mail report, then like clockwork within a week the mail piece arrives. I get the convenient excuse, envelopes get stuck together or get sorted on the wrong route, they must just be extra sticky with that Payment ink on them.

It would be one thing if more of my mail got lost, but it never does. Even smart criminals do benign behavior to mask their actual activity. So why do I feel like there are a group of people who just nab envelopes who clearly have checks, sit on them, if a report comes in it magically goes back into the correct route; if no one reports it missing after a certain period of time, they try to cash it?

Now if only the bank performing the reimbursing would just leave the envelopes unmarked, it would almost certainly guarantee delivery.
