Cost of living and few questions about Mizoram.

I am from Nepal and had some great friends from the NE during my college, so I've always been curious about the NE but unfortunately never been there except for Darjelling.
I currently work as a freelancer, so I'm planning to spend some time living in the NE experiencing the lovely people, the diverse culture and the geography, starting with Mizoram.
Please make suggestions for places to live and a tentative monthly cost of living for an individual. This would be the likely outline for my expenses and preferances.
- A town or outskirts of a city (Aizawl seems lovely), situated in hilly and cold region. Lots of nature with hiking/running trails would be amazing.
- A small studio apartment preferably or else 1bhk for living space. A balcony with a nice view would be a cherry on top.
- A washing machine, fridge and stove porvided by the owner. No furniture is fine.
- I cook for myself and eat just one big meal a day. The usual rice/roti, meat/fish, veggies, fruits combo. Hoping to learn cook some mizo dishes so I can show off to my family when I get back. May eat out few times a week and visit cafes once a day.
- Take transports only over long distances and just walk when possible.
- Utilities including internet.
Few more things I'ld like to know:
- How likely is it for me to make some local friends esp around hobbies, as someone new who only speaks english and hindi?
- I could travel freely with just my Nepali ID in other parts of India because of the open border policy but I've heard there are some special administrative regions there, so would I require any permits?
- Please mention any cultural norms or taboos that I should be aware of as someone unfamilier with the culture. For starters I already know about "sticking to your lane and no honking" 😄.
Any extra information will be appreciated as well.
