Our new house has a spa pool, only a couple of years old, installed on top of a large concrete slab in the garden.

For some reason the slab is covered in seemingly random splotches of stuff that seems like glue. It is very difficult to scrape off.

Does anyone have any idea what it is, why it is so untidily splattered around, and the most effective way to remove it?
