I’m only wanting to avoid pipe bursting or mold

I updated some insulation after some constructive criticism and was hoping for any final notes. I am placing drywall on a ceiling with existing electrical and plumbing lines. The room is in a basement in Colorado front range and I am less concerned about keeping the room warm as I am preventing the water pipe from bursting or growing mold.

To help prevent condensation I placed Everbilt rubber pipe insulation through the length of the room to the wood joist. I placed R13 insulation inside the joist hole with a couple pictures to show it empty before the rubber pipe insulation and being filled. The spigot just outside is a Woodford model 4 with outdoor insulation cover.

Im less concerned with the room temperature as I am only worried about freezing or mold from the pipe. Is this adequate or should I do more?

Water pipe and wire insulation

Is this insulation adequate for the cold water pipe going out to a spigot before I add drywall? I will expose the junction boxes but wanted to get thoughts on the water pipe and electrical lines for Colorado front range location. Any concerns?
