How to transfer HSA from Cigna to Fidelity

my husband has about $2,018 balance in Cigna HSA account, he want to open a Fidelity HSA account to do ETF /Mutual Fund investments, can someone let me know how to transfer these balances to a Fidelity account? Any requirements? Thank you!!🙏 🤘🏽🤘🏽
