Wife and I have a twin lavatory in the master bath and years back I adjusted the valves on the left sink, the one we use most often, to conserve water. Now even with fully opening both hot and cold valves, it still flows slower than the sink on the right. What could be the issue? We do have hard water in my location.

Can I DIY this thing or leave it to the pros?

Edit: I have replaced the aerator, and have tried opening and closing the valves (but forgot to include in my post).
