Bizarre m.e.n wiring..

Bizarre m.e.n setup

I checked out a job on a block of 5 units (mid 70's construction)

Mainswitchboard on u1. Had an earth stake and m.e.n.

From msb, 16mm (ends in active link) supplying a 2nd switchboard attached to u3 which also had an m.e.n and earth stake. The 16mm then loops out of the active link and continues onto a third switchboard that also has an earth stake and m.e.n.

Each unit was metered at their respective swbs..

Has anyone seen this? What do you do? Standard interpretation of the rules is "only one m.e.n on a site"..

They hadn't run an earth along with the submains, so that would explain the earth stakes but not the multiple m.e.ns..
