Feral cat foster questions

Hi everyone! I started fostering a cat this January from an adoption agency. Before being rescued he lived in a cat colony outside and was trapped due to heavy snowfall and dangerous weather. According to the person who fed the colony, he is super friendly and even let's you pet his belly, but was not doing well in the shelter so they looked for a foster. I am a first time foster, but I have had many cats in the past that I adopted, and I decided to volunteer as a foster since I have a spare room. The boy has been with me since January, and he was very scared and shy at first which is normal. I would spend at minimum about 2 hours a day with him since I also work, and would give him many treats. Throughout the fostering he has hissed at me almost daily, and has scratched and bit me to the point of drawing blood and leaving scars. I've also communicated with the agency but they just told me to give him time. He right now is willing to eat treats out of my hand, and let me pet him on the head but looks terrified when I come in the room, or try to touch him. He also hisses at me if I try to touch him without treat in my hand, and hides in the corner under the chair for most of the time. I have gotten calming treats and diffused and they don't seem to work. I am wondering if anyone has any advice for me besides "just give him time".
