No access to swimming

I don’t have ducks myself, but I volunteer at an animal sanctuary that has some. One of the Muscovy girls is pretty old and has arthritis/mobility issues and was getting picked on by the other ducks. The caretakers there separated her and one other duck from the rest of the flock and moved them into an empty chicken coop. They have a large bowl of water at all times so they are able to dip their heads in but it’s not big enough for them to swim/splash in. They also do not have access to the outdoors/a run. I’ve been told that this is all they need but I feel terrible for them being waterfowl and not having access to water…. Am I overreacting or is this a serious issue? I feel like being on land 24/7 could definitely be contributing to the joint issues. If anyone has any advice or suggestions for things I could say to try to convince them to rehome them somewhere where they could have access to swimming I would really appreciate it
